On the morning of February 28, 2025, Jiahe JuNeng (Beijing) Technology Co., Ltd. and Shandong Lianhua New Materials Co., Ltd. formally signed a strategic cooperation agreement in Yangxin County, Shandong Province. Under the agreement, both parties will engage in in-depth collaboration on the development of oil hydrogenation technology and the chemical recycling of waste plastics, jointly advancing green low-carbon transformation and the development of a circular economy. Key leaders from Yangxin County and representatives from both companies attended the signing ceremony.
Government-Business Collaboration: Establishing a New Benchmark for Green Cooperation
The signing ceremony was held at 10:30 AM in the conference room of Lianhua New Materials in Yangxin County. Attendees included Zheng Lingjian, Secretary of the Yangxin County Party Committee; Yang Tao, a Standing Committee member and Director of the County Party Committee Office; Liu Chao, a Standing Committee member and Deputy County Head; Cao Fuqing, Secretary of the Party Working Committee and Director of the Management Committee of the Economic Development Zone; Guo Changlin, a Party Working Committee member and Deputy Director of the Management Committee; Li Gang, Executive Director of Lianhua New Materials; and Jiang Chaoxing, Chairman of Jiahe JuNeng. The ceremony was presided over by Cheng Sen, Deputy General Manager of Lianhua New Materials.
In his speech, Chairman Jiang Chaoxing stated that the success of this cooperation is attributed to the pragmatic and service-oriented approach of the Yangxin County Party Committee and government. He noted that a dedicated task force was established to provide full-cycle support—from policy alignment and approval streamlining to resource coordination—thus ensuring a robust foundation for the rapid implementation of the project.
Executive Director Li Gang of Lianhua New Materials emphasized that the two parties are highly complementary in technology research and development as well as market expansion. He highlighted that the swift progression from initial contact to final signing within three months vividly demonstrates the efficient collaboration model of “government providing the stage, and enterprises taking the lead.”
Yangxin County Party Committee Secretary Zheng Lingjian congratulated both parties on the successful signing. He remarked that the plastic resource recycling project is a key initiative for accelerating industrial transformation and green development in Yangxin County. He expressed his hope that both sides would strengthen communication, deepen mutual trust, and achieve mutually beneficial growth. Furthermore, he assured that the Yangxin County Party Committee and government will continue to fully support this collaboration by acting as proactive facilitators, continuously optimizing policy support and reinforcing essential resource guarantees, thereby providing comprehensive services to drive the project's successful construction and the sustained strengthening, enhancement, and expansion of the enterprises involved.
Strategic Cooperation Framework Agreement:
Both parties will consolidate their resources to jointly advance the research, development, and industrialization of chemical recycling technologies for waste plastics. By employing chemical transformation processes to convert waste plastics into high value-added products, this initiative aims to alleviate the environmental pressures caused by conventional landfill and incineration practices.
Hydrogenation Entrusted Cooperation Agreement:
Jiahe JuNeng has entrusted Lianhua New Materials to execute an oil hydrogenation project. Leveraging Lianhua’s leading catalytic process technology, the project seeks to enhance energy utilization efficiency, reduce pollutant emissions, and contribute to achieving the “dual carbon” objectives.
On-site Inspection: Jointly Charting a Development Blueprint
Following the signing ceremony, the guests jointly visited the project site to gain a detailed understanding of the technological roadmap and production capacity planning.
This cooperation marks a pivotal step forward for Jiahe JuNeng and Lianhua New Materials in the circular utilization of plastic resources. Moving forward, both parties will leverage technological innovation to establish a collaborative “government-enterprise-research” demonstration project, thereby contributing the “Yangxin experience” to the industry's green transformation.
